It depends on what you mean. Are you saying there are thirteen 14-year-olds? If so, then you write the first number out for clarity and hyphenate 14-year-olds. But if you are describing a group of teens who are between 13 and 14, you would say 13 to 14 years old and use no hyphens. So which did you mean?
