First, it is possessive, so you do need the apostrophe. And whether it is Writer's Workshop or Writers' Workshop depends on the context of the sentence. You could say, "I plan to attend a writer's workshop," and you would use 's. However, if you are holding a workshop for a lot of writers, then use Writers' Workshop in the plural.
