My question is: The usage of too & to. How should it be used? Example: Who’s business are we attending too? Is this correct?

No. To, with one o, is correct, although unnecessary. The amended sentence should look like this “Whose business are we attending to?” Note that Whose replaces Who’s too. Too, with two o’s, means in addition or furthermore.
