There are general rules; and, of course, there are exceptions. But the general rules are these: Periods and commas go inside the quotations marks. The question mark goes inside when the question is inside the quotes too. For example, “Why were you late?” Mother asked. But it goes outside when the question is outside. For instance, “Do you know how to spell “pickles”?
