Absolutely. Headlines are those bold indicators of what is to be found in the reading of a particular article in a particular publication. They have a certain form, as anyone who studies newspapers recognizes. To be a headline, a verb must be present or implied. Otherwise, it’s merely a title. USA Elects Bush is a headline; so is Bush Elected. But the words President George W. Bush are merely a title. There is no verb anywhere, and the words could be used to identify a photograph as well as indicate the content of an article.
