If you mean “Poverty is something that emotionally impacts blacks and whites in a similar manner,” you use affect. If you mean “Poverty is something that causes an influence on blacks and whites in a similar manner,” you use effect. Even though the differences are slight, one way to make them more obvious is through the rest of the paragraph in which this sentence is used. Another way is to find a more appropriate verb to replace either of these two problematic ones.
