Is it Congress’ or Congress’s when I’m writing that Congress’s intent was to go home in July?

There are those who will come down on either side of your question. So I suggest you avoid the debate and rewrite the sentence to say: Congress intends to go home in early July. This is a more dramatic sentence, as well as being grammatically correct.
