Should this sentence be in quotation marks? Oh my God. I don’t believe it! This kid just snatched my wig off. How could his grandpa let him do that to me?

It depends on whether you are quoting someone directly; and it seems that you should be. So perhaps you might say, “Oh my God. I don’t believe it,” said Boris, “This kid just snatched my wig. How could his Grandpa let him do that?” You’ll also notice I edited your sentences to make them more dramatic.
