I am curious: is it proper usage of grammar to use these words together : Fairly quickly ex: We responded to the fire call fairly quickly.

Yes, you can use those two words together in the example you cited. Quickly is an adverb modifying responded, and fairly is an adverb modifying quickly. All is well.
